What to do during a malfunction?
Check whether document registration is possible at the terminal desk. If so, report to the terminal desk (physically or by phone or e-mail) and make sure you have the document number and document type from customs, the booking number and the equipment number to hand.
For terminals that do not have a terminal desk, you will have to wait until the malfunction has been resolved. Please contact the relevant terminal if this threatens a planned departure.
What to do after the malfunction has been resolved?
When the malfunction has been resolved, the export documents will still need to be submitted via Notification Export Documentation (even if the export documents have been handed in at the terminal desk). By doing so, the export documents are added to the Customs manifest. Please contact the Portbase Service Desk if you have any questions about the processing of your export documentation.
The customs system you use to communicate with is unavailable. As a result, the customs document number required for your prenotification to the terminal via Notification Export Documentation is missing. At https://nh.douane.nl/ you can check whether there is a malfunction affecting Dutch customs.
What to do during a malfunction?
In the event of a malfunction, customs can implement an emergency procedure. The customs emergency procedures can be found by clicking on one of the links below, depending on the country where the declaration was made. For emergency procedures in other countries, please contact the customs authorities there.
Emergency procedure Netherlands
If customs institutes an emergency procedure, you can submit the Notification Export Documentation in the following ways.
Situation 1 – Export (AGS):
In the case of a Dutch customs emergency procedure for export (AGS), use the document type REX. Under document number, enter the declarant’s EORI number. In the case of multiple declarations, add a letter, for example A, B, AA, AB, etc.
You should also use document type REX in the case of an emergency procedure instituted by customs in another country. Refer to the emergency procedure of the specific country for the structure of the document number.
You can submit the customs emergency declaration physically at terminals with a counter.
Situation 2 – Transit (NCTS):
In the case of a Dutch customs emergency procedure for transit shipments (NCTS), use the document type RTR. Under document number, enter a unique number. In the normal procedure, this number is generated by customs. In a simplified procedure for permit holders, the declarant generates this number itself. Under document number, enter the declarant’s EORI number. In the case of multiple declarations, add a letter, for example A, B, AA, AB, etc.
Also in case of an emergency procedure from Customs in another country, use document type RTR. Look at the emergency procedure of the specific country for the structure of the document number.
You can submit the customs emergency declaration physically at terminals with a counter.
What to do after the malfunction has been resolved?
The Dutch customs system is fully automated. For the customs process to run smoothly, it is therefore necessary to submit an electronic declaration after the malfunction has been resolved. This applies to both export and transit shipments. Customs will then give you a new document number.
In the case of a malfunction in a customs system outside the Netherlands, you should check with customs there how to proceed after a malfunction.
Please note: If, during the emergency procedure, you have submitted the Notification Export Documentation with document type REX/RTR and the shipment is already at the terminal, you should not send the terminal a new notification with the document number obtained afterwards from the electronic declaration.

In addition, follow the usual procedure for prenotification to the terminal via Notification Export Documentation. The terminal must register your arrival manually via the Portbase web screens.
