Portbase’s Port Community System is unavailable, so it is not possible to prenotify the terminal via Notification Export Documentation.

What to do during a malfunction?
Check whether document registration is possible at the terminal desk. If so, report to the terminal desk (physically or by phone or e-mail) and make sure you have the document number and document type from customs, the booking number and the equipment number to hand.
For terminals that do not have a terminal desk, you will have to wait until the malfunction has been resolved. Please contact the relevant terminal if this threatens a planned departure.
What to do after the malfunction has been resolved?
When the malfunction has been resolved, the export documents will still need to be submitted via Notification Export Documentation (even if the export documents have been handed in at the terminal desk). By doing so, the export documents are added to the Customs manifest. Please contact the Portbase Service Desk if you have any questions about the processing of your export documentation.
The customs system is unavailable, which means you have not received a document number. Prenotification at the terminal via Notification Export Documentation is therefore not possible.
What to do during a malfunction?
You will be informed of a malfunction in the Customs system by means of a service message at: https://nh.douane.nl/en/
In the event of a malfunction, Customs can initiate the emergency procedure. The customs emergency procedures can be found on the customs website at: Customs Emergency Procedures (belastingdienst.nl)
If the emergency procedure has been triggered, you can perform the Notification Export Documentation in the following way.
-Export document: REX followed by the EORI number of the declaring party. In case of multiple declarations, a letter must be added, e.g. A, B, AA, AB etc.
-Transit document: RTR followed by a unique number for the NCTS declaration. In a simplified procedure for authorisation holders, the declarant creates this number himself. In the normal procedure, the number is created by Customs.
-At terminals with a terminal desk, you can submit the Customs emergency declaration physically.
What to do after the malfunction has been resolved?
According to the Customs emergency procedure, you will still need to file an electronic declaration and you will receive an MRN.
Please note: If the Notification Export Documentation is made with document type REX/RTR and the shipment is at the terminal, no new Notification Export Documentation may be made with the MRN number thus obtained.
