Portbase Secure Chain

Portbase Secure Chain is a new and more secure way for the container release process in the Port of Rotterdam. You can read more about this new release process on this page.

In this new process, the container is released in the Portbase service Cargo Controller or the service Cargo Release Manager (the company has one of these two services). The container is released to the Release-to-party. The shipping company’s customer decides who the Release-to-party is.

The Release-to-party must log into the Portbase service to see all releases available to that party. The further handling of new releases must take place in that service. This can be done by nominating a hinterland carrier; this party is responsible for hinterland transport. The party receiving the release (the Release-to-party) also automatically becomes the cargo director. The cargo director is the party that arranges hinterland transport. The Release-to-party may also authorise another party to serve as the cargo director. This authorised party must then nominate the carrier.

Changes for you

You will no longer receive a PIN code. You will continue to receive the release (delivery) note (without PIN code) from the shipping company.
You will receive the release notification in a Portbase service (Cargo Controller or Cargo Release Manager).
The party receiving the release (the Release-to-party) must nominate the carrier or authorise another party to do so.
If no carrier is nominated, no HCN collection pre-notification can be made and the container cannot leave the terminal.

I am a shipper, what will Portbase Secure Chain mean for me?

If you have no role in the container release process and you are not the party arranging transport, nothing will change for you. If you are the party that receives the release and/or arranges transport, certain things will change.

If you receive the release from the shipping company, the process will change for you. In future, you will receive the release in one of the Portbase services. In this service, you can either nominate a carrier directly (if you are the one who arranges the transport (the cargo director)) or you can authorise another party as the cargo director (who then nominates the carrier in a Portbase service).
If you do not receive the release from the shipping company but you do arrange transport, you will likewise experience changes resulting from Portbase Secure Chain . In this case, the party receiving the release needs to authorise you. As a result, this release then becomes available in one of the Portbase services. You can then nominate the carrier as the cargo director in that service.

I am a hinterland haulier, what will Portbase Secure Chain mean for me?

The most important change for you is as follows: in order to make a pre-notification, you must be nominated as the carrier for the container in question. If you are not nominated, you cannot make a pre-notification.

Being nominated means your pre-notification will be partially prepared for you. The available information is collected and prepared in the Portbase services. In addition, a status query is automatically sent to the terminal and this information is displayed in the Portbase service Hinterland Container Notification.

Enter your login data
Select “Cargo controller” under “My services

2. Enter customer code

If you already have access to the service Cargo Controller, enter the customer code(s) once so that you can appoint your carrier without a PIN code from now on. This is an additional functionality in the service; there is no additional charge.
