This procedure is generic. In every situation, it describes how to act both during and after a disruption.

The Port Community System (PCS) is unavailable

During the disruption

Import documents can be pre-registered via the terminal's website. If the terminal does not offer an online service, the register can be done at the terminal desk at the terminal. Please note, the register will not be visible in the Notification Import Documentation (NID) service. In this article you can see whether a desk is available at the terminal to submit your declaration in the event of a disruption. For terminals that do not offer these alternatives, you must wait until the disruption has been resolved.

After the disruption

New import documents can be submitted via the usual procedure in NID. Review whether the pre-notification was a success. If it has not come through, you must resubmit the pre-notification. If you have questions about the processing of your pre-notification, you can contact our Customer Service.

Terminal system is unavailable

When the terminal system is unavailable, the terminal cannot receive the pre-notification from the NID. As a result, the cargo cannot leave the terminal.

During the disruption

It may still be possible to register the document via the terminal's website. Another option is to register the document at the terminal desk. In this article you can see whether a desk is available at the terminal to submit your declaration in the event of a disruption. For terminals that do not offer these alternatives, you must wait until the disruption has been resolved.

After the disruption

New import documents can be submitted via the usual procedure. Review whether the pre-notification was a success. If it has not come through, you must resubmit the pre-notification. If you have questions about the processing of your pre-notification, you can contact our Customer Service.

The Customs system is unavailable

The customs system AGS/DMS or DVA is unavailable, which may mean the required customs document number for the pre-notification in NID is missing. A disruption in the customs system is reported via a service message on nh.douane.nl.

During the disruption

In the event of a disruption, Customs can activate the emergency procedure. The applicable customs emergency procedure depends on the country where the declaration is made.

Prepare the documentation required for the emergency procedure. If the emergency procedure applies, you can follow the next working method.

Emergency procedure Import AGS/DMS

  • For the document type in the NID notification, use: FWV
  • For the document number in the NID notification, use: NPDMS- or NPAGS-container number
    Example: NPAGS-ABCD1234567 or NPDMS-ABCD1234567

Emergency procedure Transit cargo (DVA):

  • For the document type in the NID notification, use: FWV
  • For the document number, use the MRN number if this number is available. Precede the document number with ‘NPNCTS-’.
    As an alternative for the document number, only when the document number is not available, use: NPNCTS + the declarant's permit number.
    For multiple declarations, add a letter, for example A, B, AA, AB, etc.

The documentation required for the emergency procedure must be sent to the Central Customs Workpoint (CWP) when the cargo is present at the terminal, see the article Contact details Central Customs Workpoint.
The CWP will release the cargo so that it can depart from the terminal. If the country where the emergency procedure is active has special requirements for the document number, this can be coordinated with the CWP.
