Back-up procedure | Cargo Declaration Import

The emergency procedure is only used if computer systems are not working or if communication between computer systems is not possible. The emergency procedure may only be used:

  • if Customs announces a disruption in the automated system for ‘Entry’ on the website of the National Customs Helpdesk, or
  • after permission from Customs in other cases

The use of this emergency procedure is only permitted in situations where there is a demonstrable logistical necessity, in particular when the release and removal of goods would otherwise not be possible. Use must comply with the applicable laws and regulations and must be proportionate, verifiable and adequately substantiated.

Disruption on the Customs side

Is there a disruption in the automated system for ‘Entry into the EU (ICS2)’? If so, Customs will announce this via the website of the National Customs Helpdesk.

The disruption number is the combination of the date and the time of the message.

Disruption not on the Customs side

Is there a disruption in your own application? Then ask Customs whether you may use the emergency procedure:

Emergency procedure

Has Customs reported a disruption in the automated system for ‘Entry into the EU (ICS2)’, or do you have permission from Customs to use the emergency procedure?

You can then submit the next declarations using the emergency procedure:

ENS or ATO before arrival of the vessel, ship’s stores declaration, for formalities on entry for the vessel and the submission of the vessel traffic guidance tariff for seagoing vessels.

How the emergency procedure works for ENS and ATO

  • ENS: follow the emergency procedure before arrival of the vessel.

    To do so, first call DLTC Customs Maritime on (088) 151 42 75.

    From outside the Netherlands: +31 88 151 42 75.

     

  • ATO: follow the emergency procedure before arrival of the vessel.

    To do so, first call Customs Rotterdam Port, team BU, on (088) 153 48 50

    From outside the Netherlands: +31 88 153 48 50

Customs will indicate how you can submit the declaration:

  • in what form
  • in what way
  • at what time

After the disruption

Has the disruption been resolved? Then, no later than the next working day after the disruption, send the next details electronically to Customs:

  • ENS: we will then send the blockade/review message after all
  • ATO: the posting to the ATO will then still be supported electronically
  • Pre-notification of arrival of the means of transport
  • Notification of Arrival (NA) and Actual Time of Arrival (ATA)

    Note: NA is only required if the Dutch port is the 1st port of entry into the Union. Customs will still process the notification of arrival in the Common Repository application (CR) of DG-TAXUD. The CR is the central application for processing data and controlling the applications of Member States.

  • The submission of the vessel traffic guidance tariff. Customs will then draw up the invoice for vessel traffic guidance.
