Disruptions in the Customs process are reported by the National Customs Helpdesk and EU portals | National Customs Helpdesk (NHD). Subscribe to disruption and maintenance messages so that you are informed immediately.
Portbase actively monitors for disruptions or delays. As soon as we detect these, we report this in the web screens of the service Cargo Declaration Import. At the same time, we immediately investigate, together with Customs, what the necessity is.
Deployment of the emergency procedure
The emergency procedure is only deployed if computer systems are not working or if communication between computer systems is not possible. The emergency procedure may only be used:
- if Customs announces a disruption in the automated system for ‘Entry’ on the website of the National Customs Helpdesk or
- after permission from Customs in other cases
The deployment of this emergency procedure is only permitted in situations where there is a demonstrable logistical necessity, in particular when releasing and removing goods would otherwise not be possible. Its use must comply with the applicable laws and regulations and must be proportionate, verifiable and adequately substantiated.
Disruption on the Customs side
If there is a disruption in the automated system for ‘Entry into the EU (ICS2)’, Customs will announce this via the website of the National Customs Helpdesk.

The disruption number is the combination of the date and the time of the message. When contacting Customs, an MRN or LRN number will be requested; you can find this in the service.

Emergency procedure
If Customs reports a disruption in the automated system for ‘Entry into the EU (ICS2)’ or if you have permission from Customs to use the emergency procedure?
You can then submit the following declarations using the emergency procedure:
ENS or ATO before the arrival of the vessel, ship’s stores declaration, for formalities upon entry for the vessel and the declaration of the traffic guidance tariff for seagoing vessels.

After the disruption
Has the disruption been resolved? Then, no later than the next working day after the disruption, electronically send the following data to Customs:
- ENS: we will then still send the blocking/review message
- ATO: the posting on the ATO is then still supported electronically
- Pre-notification of arrival of means of transport

Notification of Arrival (NA) and Actual Time of Arrival (ATA)
Note: the NA is only required if the Dutch port is the 1st port of entry into the Union. Customs will still process the notification of arrival in the Common Repository application (CR) of DG-TAXUD. The CR is the central application for processing data and controlling the applications of Member States.
- The declaration of the traffic guidance tariff. Customs will then draw up the invoice for the traffic guidance.
