Back-up procedure | Vessel Notification for the ports of Rotterdam and Moerdijk

This procedure is generic.

The Port Community System (PCS) is unavailable

During the disruption

You must check with the Harbour Master yourself to see if your last notifications from before the disruption occurred have been received. 

  • Notifications to Port of Rotterdam Authority
    • Incoming and transit journeys: The 24-hour notification requirement is shifted to 8 hours. All notifications must be submitted directly to the Harbour Coordination Centre (HCC). You must use a form from the attachment (Fax pre-notification form, Emergency procedure of the Port of Rotterdam Authority, Notification Harbour Master Moerdijk) depending on the type of journey or notification you wish to make. Updates of the ETA must be communicated to the HCC by phone or email. You must check yourself whether your notification has been received. 
    • Outgoing and shifting journeys: Outgoing and shifting journeys must be communicated by email at least 2 hours before departure to the HCC.
  • Notifications to Moerdijk: All notifications with a berth in Moerdijk must be submitted directly by email to the Port of Moerdijk via the form. You must check yourself whether your notification has been received. 
  • Notifications to Customs: Customs will provide a disruption number that must be filled in on the paper General Declaration. More information in the last chapter of this procedure. 

After the disruption

  • Notifications to Port of Rotterdam Authority and Moerdijk: You can report your ship visit again via the normal procedure. However, you must still submit your reported journeys during the disruption electronically via the PCS to the Port of Rotterdam Authority, otherwise your ship visit will not be accepted and you will receive an error message. In the case of a notification to Moerdijk, this is automatically forwarded by the PCS. 
  • Notifications to Customs: See the last chapter in this procedure. For questions, you can contact our Customer Service.

The Port Management System of the Port of Rotterdam Authority (HbR) is unavailable

During the disruption

  • Notifications to Port of Rotterdam Authority 
    • Incoming and transit journeys: The 24-hour notification requirement is shifted to 8 hours. All notifications must be submitted directly to the Harbour Coordination Centre (HCC). You must use a form from the attachment (Fax pre-notification form, Emergency procedure of the Port of Rotterdam Authority, Notification Harbour Master Moerdijk) depending on the type of journey or notification you wish to make. Updates of the ETA must be communicated to the HCC by phone or email. You must check yourself whether your notification has been received. 
    • Outgoing and shifting journeys: Outgoing and shifting journeys must be communicated by phone or email at least 2 hours before departure to the HCC. 
  • Notifications to Moerdijk: All notifications with a berth in Moerdijk must be submitted directly by email to the Port of Moerdijk via the form. You must check yourself whether your notification has been received. 
  • Notifications to Customs: See the last chapter in this procedure. 

After the disruption

  • Notifications to Port of Rotterdam Authority
    • Ship visit with all journeys: You can report your ship visit with all (completed) journeys again via the normal procedure. The HCC will also process notifications that were submitted via the PCS before or during the disruption. 
  • Notifications to Moerdijk: You can report your ship notifications again via the normal procedure. However, you must still submit your notifications during the disruption electronically via the PCS to the Port of Rotterdam Authority. 
  • Notifications to Customs: See the last chapter in this procedure. For questions, you can contact our Customer Service.

The Port Management System of the Port of Moerdijk (HM) is unavailable

During the disruption

  • Notifications to Moerdijk: All notifications with a berth in Moerdijk must be submitted not only in the PCS to the Port of Rotterdam Authority but also directly by email to the Port of Moerdijk via the form. You must check yourself whether your notification has been received. 
  • Notifications to Customs: A disruption in the Port Management System of the Port of Moerdijk does not affect the messages you send to Customs. 

After the disruption

  • Notifications to Moerdijk: All notifications with a berth in Moerdijk that were registered in the PCS and sent to the Port of Rotterdam Authority before or during the disruption will be processed afterwards by the system of the Port of Moerdijk. 
  • Notifications to Customs: All notifications with a berth in Moerdijk have already been sent to Customs via the PCS. For questions, you can contact our Customer Service.

The Customs DMF system is unavailable

In the event of a disruption in the DMF, Customs will report the disruption via a service message on: https://odb.belastingdienst.nl/ and announce whether the backup procedure may be applied. 

During the disruption

There is no need to send a written IMO-1 entry or exit declaration. Prior to the maintenance of the systems, as much data as possible about the vessel and the cargo should be sent. If data needs to be submitted during the maintenance/disruption, you can wait until after the maintenance/disruption, or use the so-called “buffer” function of the PCS. After the maintenance/disruption, you must still send the data electronically as soon as possible (see below). 

After the disruption

After the disruption, you must still submit your declaration electronically via PCS. For questions, you can contact our Customer Service.
