This procedure is generic

The Port Community System (PCS) is unavailable

During the disruption

  • Submit all initial visit notifications for incoming and transit journeys directly to the Harbour Master of Amsterdam (HMvA).

  • Comply with the 24-hour notification requirement (Report of Arrival) by completing the VBA form (Report of Arrival) and sending it by email to the Harbour Master of Amsterdam. 

  • You may communicate changes to previously reported visits and notifications of shifting and outgoing journeys by phone or email to the Meldpunt Verkeer.

  • Always check with the Harbour Master yourself to confirm whether your notifications from just before and during the disruption have been received.

After a disruption

  • For confirmation, you must still submit your notifications electronically via the PCS.

The port management system of the Port of Amsterdam Authority (HbA) is unavailable

During the disruption

  • Submit all initial visit notifications for incoming and transit journeys directly to the Harbour Master of Amsterdam (HMvA).

  • Comply with the 24-hour notification requirement (Report of Arrival) by completing the VBA form (Report of Arrival) and sending it by email to the Harbour Master of Amsterdam. 

  • Report changes to previously reported visits and notifications of shifting and outgoing journeys by phone or email to the Meldpunt Verkeer.

  • Check with the Harbour Master yourself to confirm whether your notifications from just before and during the disruption have been received.

After a disruption

  • Submit your notifications for confirmation electronically via the PCS.

The Customs DMF system is unavailable

Disruption in the DMF (Customs Manifest)

In the event of a disruption in the DMF, Customs will announce this via a service message on the Tax Authority website. This message will also state whether the back-up procedure may be applied.

During the disruption

  • You do not need to send a written IMO-1 import or export clearance.

  • Before scheduled maintenance, send as much information as possible in advance about the vessel and the cargo.

  • Do you need to submit data during maintenance or a disruption? Then you can:

    • wait until after the maintenance/disruption, or

    • make use of the buffer function of the PCS.
