Back-up procedure | Clearance Transit Export Containers

This procedure only applies to export shipments of type TG1 and TG2. Each situation describes how to act both during and after a disruption.

The Port Community System is unavailable

The Port Community System, or the Clearance Transit Export Containers service, is unavailable. As a result, the transit cargo cannot be received at the terminal or released in the RTO. This may be caused by the forwarder being unable to submit the pre-notification in the Notification Export Documentation service. Another possibility is that clearance of the transit documents is not working. You can find information about disruptions on our status page. If the disruption is not listed, you can contact our Customer service.

During the disruption

No pre-notification to Notification Export Documentation (NED) service

If the terminal has not received the pre-notification from the Notification Export Documentation service, terminals with a desk can register it there. The terminal can register the document type and document number together with the booking and equipment number.

No clearance of transit document

The CWP can unblock cargo in the RTO or give permission for unblocking in the RTO/TOS. Consult with Customs/CWP on the best course of action.

After the disruption

Portbase will process any unprocessed Gate-in messages after the disruption. We advise you to verify the arrival at the terminal in Track and Trace.

The customs system is unavailable

The customs system DVA is unavailable, which means the transit document cannot be cleared and the terminal does not receive release for the cargo. A disruption in the customs system is reported via a service message on their website.

During the disruption

In the event of a disruption, Customs can activate the emergency procedure. You can find the customs emergency procedures on the Customs website at: Noodprocedures Douane (belastingdienst.nl) The CWP can unblock cargo in the RTO or give permission for unblocking in the RTO/TOS. Consult with Customs/CWP on the best course of action.

After the disruption

Portbase will still send the clearance to Customs after the disruption.

The terminal system is unavailable

The terminal system is unavailable, which means the transit document cannot be cleared and the terminal does not receive release for the cargo.

During the disruption

It is possible to report the arrival of the cargo to Portbase via the web screens. Portbase will clear the transit document. In the service, you can see whether the cargo is released for departure if this has not come through in the terminal's RTO. Consult with Customs/CWP on the best course of action if the release does not come through in the RTO.

After the disruption

Portbase will process gate-in messages sent after the disruption and send the clearance to Customs.

Transit documents can only be cleared once.
