Port Community System (PCS) is unavailable
The Port Community System or the Transit Declaration service is unavailable, which means it is not possible to submit the declaration to Customs. Information about disruptions can be found on the Status page. If the disruption is not listed, you can contact our Customer Service.
How to proceed during the disruption?
If the Emergency Procedure by Customs is active specifically for Portbase, it can be used. Portbase will publish this information on the Status page under the Transit Declaration service. The emergency procedure for transit cargo from Customs can be found here. In this situation, the Transit Declaration service will no longer automatically send the pre-notification to the terminal in the Notification Import Documentation (NID) service. In this case, the pre-notification must be done manually in the NID service, in addition to the actions described by Customs in the emergency procedure. If the NID service is not working, then follow the back-up procedure for this service: Back-up procedure | Notification Import Documentation. The other option is to wait until the disruption is over.
How to proceed after the disruption?
After the disruption, the transit declarations will still be sent to Customs. If you have any questions, you can contact our Customer Service.
The customs system is unavailable
The customs system DVA is unavailable, which means no MRN number will be issued by the Transit Declaration service. A disruption in the customs system is reported via a service message on their website.
How to proceed during the disruption?
If the Emergency Procedure by Customs is active, it can be used. The emergency procedure for transit cargo from Customs can be found here. In the Transit Declaration service, the TAD document for the back-up procedure can be printed. Send the document to the Customs mailbox as described in the emergency procedure. In this situation, the Transit Declaration service will no longer automatically send the pre-notification in the Notification Import Documentation (NID) service. In this case, the pre-notification must be done manually in the NID service. The documentation related to the emergency procedure must be sent to the Central Customs Workpoint (CWP) when the cargo is present at the terminal, see Contact details Central Customs Workpoint. The CWP will release the cargo so that it can depart from the terminal.
How to proceed after the disruption?
The data from the Transit Declaration service will still be updated, and the messages already sent will be processed. Notifications will still be sent by email to the customer from the PCS. New declarations can be submitted via the usual procedure. If you have any questions, you can contact our Customer Service.
Terminal system is unavailable
The Transit Declaration service is operational. The terminal system is unavailable, which means the automatic pre-notification from the Transit Declaration service to the terminal, via the Notification Import Documentation (NID) service, has not been made.
