During the disruption
Notifications to Port of Harlingen (HH)
Submit all notifications directly to the Harbour Master HH.
Comply with the 24-hour notification requirement (Pre-Arrival Notice) by completing the General Declaration IMO FAL 1 form and emailing it to the Harbour Master of Harlingen. (Download the form via the usual source.)
You are responsible for checking whether your notification has reached HH.
Does the disruption last longer than 24 hours? Portbase will then coordinate with HH and Customs regarding the issuance of CRNs.
Notifications to Groningen Seaports (GSP)
Submit all notifications directly to the Harbour Master.
Comply with the 24-hour notification requirement (Pre-Arrival Notice) by completing the General Declaration IMO FAL 1 form and emailing it to nsc@groningenseaports.com. (Download the form via the usual source.)
You are responsible for checking whether your notification has reached GSP.
Does the disruption last longer than 24 hours? Portbase will then coordinate with GSP and Customs regarding the issuance of CRNs.

The Customs system is unavailable
Notifications to Customs
You can submit your declarations again via the normal procedure.
Declarations that you could not submit during the disruption must still be submitted retrospectively electronically via the PCS.
In the event of a disruption in the DMF, Customs will announce this via a service message on the website. This message will indicate whether the backup procedure may be applied. This service message can also be found on My Portbase.
During the disruption
You do not need to send a written IMO-1 entry or exit clearance.
Where possible, send the vessel and cargo data in advance of scheduled maintenance.

Do you need to send data during maintenance or disruption? Then you can:
wait until after the maintenance/disruption, or
use the buffer function of the PCS.
After a disruption
Submit your declarations electronically via the PCS as soon as possible.
