The procedure is generic. Each situation describes how to act both during and after a disruption.

Port Community System (PCS) is unavailable

During the disruption

After permission from the NVWA, the cargo declarant may submit new GGB declarations in writing via the GGB form. This can be downloaded via the NVWA: BIPVS_20 Emergency procedure Import inspection department | Regulation | NVWA

With the following text on the GGB form: “DISRUPTION, ELECTRONIC MESSAGE FOLLOWS”, the GGB declaration may be submitted at the usual places for review. After review, Customs will assign a unique number to the GGB. For all destinations, except transit and VVE, a copy of the certificate must accompany the shipment to the inspection point. The original certificate remains at the Customs post and will be scanned by Customs after the disruption and linked to the electronic number. You will not receive electronic status messages during the disruption.

After the disruption

You can again submit your GGB declarations via the normal procedure. All paper GGB declarations submitted during the disruption must be registered in the PCS retrospectively. You will then receive an electronic GGB number, which, together with the unique number you received during the disruption, must be reported to Customs as soon as possible*. Customs will link the electronic GGB number in VGC to the scanned certificate. Customs will then pass the two corresponding numbers to the NVWA at the inspection point so that other reviews can be supplemented.

*Note! If an electronic notification to Customs does not follow within a reasonable time, the NVWA will register the data in VGC itself. These activities will be charged to the cargo declarant.

VGC system of the NVWA is unavailable

During the disruption

If the disruption is not resolved within an hour of the report and there is no prospect of a prompt solution, the emergency procedure will be initiated. The NVWA on-site makes this decision. After permission from the NVWA, the cargo declarant may submit new GGB declarations in writing via the GGB form. This can be downloaded via the NVWA website: BIPVS_20 Emergency procedure Import inspection department | Regulation | NVWA.

With the following text on the GGB form: “DISRUPTION, ELECTRONIC MESSAGE FOLLOWS”, the GGB declaration may be submitted at the usual places for review. After review, Customs will assign a unique number to the GGB. After the inspection by the responsible inspector, a signed copy form with the result of the DOM reviews will be provided. If available, a processed GGB and (copy) certificate can also be provided. The NVWA registers the batches that were processed with a copy DOM during the back-up procedure in VGC and will still issue the signed GGB and copy certificate after the disruption.

After the disruption
