Empty containers must always be submitted with a 4 in the EQD segment. If they are submitted with a 5, this means they are full.

Indicate within a single B/L whether all containers are empty or full.
Do not submit a mixed B/L with both full and empty containers. Outgoing, this will be reported to Customs as E, provided no other Status has been entered in the screen under custom status.
