Back-up procedure | Notification of Arrival Export Containers for terminals

There is a backup procedure for Notification of Arrival Export Containers in three situations, when:

  • The Port Community System is unavailable
  • The customs system is unavailable
  • The terminal system is unavailable

The Port Community System is unavailable

The Port Community System of Portbase is unavailable, which means the terminal cannot report that a shipment has arrived at the terminal. The Arrival at Exit therefore cannot be reported from Portbase to Customs. Any review notification from Customs will also not be sent. You can find information about disruptions on the Portbase status page. If the disruption is not listed, you can contact our Customer Service

During the disruption

If the terminal has received the Notification Export Documentation from Portbase, Customs can arrange for a manual arrival registration in the customs system and indicate whether the cargo needs to be inspected.

Contact your (Terminal) contact person at Customs. If the terminal has not received the Notification Export Documentation, the terminal can still allow the equipment onto the premises. In that case, the terminal will register the document number and document type from Customs, the booking number, and equipment number itself. Consult with Customs about the possibilities regarding the review notifications. 

After the disruption

Portbase will process any unprocessed Gate-in messages after the disruption. We advise you to verify the arrival at the terminal in Track and Trace.

The customs system is unavailable

When the customs system is unavailable, Customs cannot register the arrival and, as a result, cannot announce an inspection of the cargo. 

During the disruption

A disruption in the customs system is reported via a service message on the Customs website. In the event of a disruption, they can activate the emergency procedure. The Customs emergency procedures can be found on the Customs website: Customs emergency procedures (belastingdienst.nl) 

After the disruption

Note: the Arrival at exit must always precede the Customs manifest. If you have a departure during the disruption, you can coordinate with the agents that the Customs manifest is sent after all arrival notifications have been processed by Customs. 

 

The terminal system is unavailable

In this case, the terminal cannot report that a shipment is at the terminal gate. Customs therefore cannot indicate if they wish to inspect the cargo. 

During the disruption

If you have a terminal desk and physically accept export documents, you can register these yourself with Portbase via the web screens. If you report the arrival via the web screens, the Arrival at exit will be sent to Customs. For equipment that needs to be loaded immediately, you should request Customs to manually unblock the equipment in the terminal system. 

After the disruption

All arrival notifications not yet sent can be reported to Portbase via the usual procedure.
