I have an RCI number, but I can't access the terminal

No access to the terminal with an RCI number can occur if you have outsourced the transport to a charter or temporary worker. In that case, you are not authorised to enter the terminal with the relevant RCI yourself.

When creating the pre-notification, you can enter the EAN number of the executing inland operator in the Executing charter field. You can find this EAN number on the driver's CargoCard, among other places. It is also possible to change the executing charter afterwards.
