Nominate a different inland operator for commercial release in Hinterland Container Notification

In HCN you can nominate a different inland operator before the commercial release has been granted.

You do this by linking the subcontractor to your cargo in advance. The chain only becomes fully active once the commercial release has been granted, but the pre-notification can be submitted earlier.

At the terminal of ECT, this is not possible, because they cannot process updates before the commercial release.
