Customs: Transition from NC TS to DVA approaching!

On Tuesday, 29 October 2024, the NCTS application of Customs will be replaced by the ‘Douane Vervoer Applicatie’ (DVA). This transition is also known as NCTS Phase 5. All declarations from 29 October must be submitted to DVA. Declarations that were still sent to NCTS must be completed and cleared there as well. Declarations submitted via the Transit Declaration service will be automatically routed by Portbase to the correct customs system.

Between 8:00 AM and 4:00 PM on 29 October, Customs will be implementing the new system, during which time Portbase will not be able to communicate with either the old or new system. During this period, the emergency procedure will be in effect, allowing necessary documentation to be printed via the Transit Declaration service and sent by mail to Customs.

To minimize the impact, Customs is allowing an extended transportation period. This offers the opportunity to work ahead and arrange declarations in advance. By doing so, you can avoid having to submit declarations in the new system on October 29the  and in the days following. The Transit Declaration service will remain available during the transition period.

More information required in declarations
From 29 October, additional information will be required for new declarations. Portbase has adjusted the Transit Declaration service accordingly:

  • The HS code, is mandatory and must consist of 6 digits.
  • The permit number of the declarant is mandatory. In preparation for 29 October, Portbase has made it possible to store this number in the template of the Transit Declaration service.
  • The EORI or TCUIN number must be entered under ‘Representative’ (currently this field is the name). This field remains optional.

Customs has chosen for a ‘Big Bang’ approach, meaning that the new system will go live all at once, without a trial period. This brings risks, as there is no gradual transition or test phase to resolve any issues. If the transition does not go smoothly, the Portbase Back-up procedures per service are available. These procedures will be further updated with the latest DVA changes.
