Restriction on release of goods information lifted

14 May 2025 | Cargo Controller

The ‘goods information’ content of a B/L will be freely available to all users of Cargo Controller. This restrictive measure, which has been in effect since 2010, will be phased out at the end of May.

What does this mean for you?

Simply put, the goods information from the B/L will be available to all parties within Cargo Controller from the end of May.

At the moment, this is only available to organizations within the Secure Chain or if your organization is the first follower of the B/L. If you as an organization follow the B/L later and are not part of the Secure Chain, your organization will be actively excluded from this information.

For all users of Cargo Controller, this means that they no longer have to perform a manual action per B/L to release goods information. Customs agents in particular will benefit from this.

This arrangement will expire at the end of May 2025, which means that the goods information will become available after a B/L has been tracked.

Background of the regulation

This measure was agreed with various representatives of the Port Community and data owners in mid-2010. This agreement made it possible to realise the service Cargo Information 2.0. This service was the predecessor of Cargo Controller. Over time, this regulation has become redundant due to technical developments in the field of data quality, but also rights and control. The introduction of the Secure Chain also had the unintended effect that this restriction could form an operational blockade for Customs agents.

Cargadoors and agents retain the right to exclude organisations from the goods information at their own discretion.

What do I need to do for this?

You do not need to do anything, the required buttons and processes will automatically disappear from the screens.
