This procedure is generic.
Portbase’s Port Community System or Cargo Declaration Export service is unavailable, therefore it is not possible to send the manifest to customs.
Information on malfunctions can be found at https://status.portbase.com. If the malfunction is not listed here (meaning it has not yet been reported), please contact the Portbase Customer Service.
What to do during the malfunction?
You have 1 working day after the ship’s departure to send the manifest to Customs. If, as a result of the disruption, you are unable to submit the manifest by the deadline for submission, please notify Customs with the reason by e-mail: douane.drh.maasvlakte.kwaliteit@douane.nl. In the subject of the e-mail, state the declaration point number of the Customs office for which the manifest message is intended.
What to do after the malfunction has been resolved?
Portbase will still process any messages that have not yet been processed once the malfunction has ended.

Because the Customs system is unavailable, Customs is unable to receive the manifest.

What to do during the malfunction?
Customs may trigger the emergency procedure in the event of a malfunction.
If you cannot send in an electronic manifest message, wait to do so until the Customs system is working again.
What to do after the malfunction has been resolved?
After the disruption, submit manifest messages electronically as soon as possible but no later than the next working day after the disruption.
