What to do during a malfunction?
Landing site without customs
Report the arrival of shipments to Customs by e-mail. State the disruption number in the subject of the e-mail, followed by the declaration number of the Customs office to which the declaration is intended. e-mail content:

Please submit the above data to Customs on site.
What to do after a malfunction?
Arrival reports can again be reported to Customs via the normal procedure. All arrivals that took place during the disruption must still be registered in the PCS with a retroactive effect. If you have any questions, please contact the Portbase Customer Service.
In case of a failure in ECS, Customs will report the failure via a service message on: https://odb.belastingdienst.nl/en to announce that the back-up procedure may be applied. You can also find this service message on My Portbase.
