What to do during the malfunction?Export documents can be pre-notified via the terminal’s website. If the terminal does not offer an online service, registration may be possible at the terminal desk. A list of terminals with a desk can be found here.
For terminals that do not offer this alternative, you will need to wait until the disruption is resolved. If the planned departure is affected, please contact the relevant terminal.
What to do after the malfunction has been resolved?
The Dutch customs system is fully automated. To ensure the smooth processing of customs procedures, it is essential that you submit an electronic declaration after the disruption ends. This applies to both export and transit shipments. Customs will issue a new document number.
In case of a customs system disruption outside the Netherlands, you will need to check with the relevant Customs authority for post-disruption procedures.
Note: If you submitted the pre-notification using document type REX / RTR during the emergency procedure and the shipment is already at the terminal, you should not send a new notification with the document number obtained from the electronic declaration afterward.
The customs system AGS/DMS or DVA is unavailable, meaning the required customs document number is possibly missing for the pre-notification in the service Notification Export Documentation (MED).

Prepare the documentation related to the emergency procedure. If the emergency procedure is active, you can follow the steps below.
Emergency Procedure for Export AGS/DMS:
Emergency Procedure for Transit Cargo (DVA):
The documentation related to the emergency procedure must be sent to the Central Werkpunt Customs (CWP) when the cargo is present at the terminal. See CWP contact information. The CWP will release the cargo so it can depart from the terminal. If the country where the emergency procedure is active has specific requirements for the document number, which will also appear on the export manifest, this can be coordinated with the CWP.

Portbase will forward the arrival notification (export cargo) and the departure notification (transit cargo) to Customs after the disruption, provided the terminal has informed Portbase of the cargo’s receipt.
