This procedure applies only to export shipments of type TG1 and TG2.
The Port Community System , or the service Clearance Transit Export Containers, is unavailable. This results in transit cargo that cannot be received at the terminal or released in the RTO. This could be due to the pre-notification by the forwarder not being possible via the service Notification Export Documentation (MED), or because the clearance of transit documents is not working.

What to do during the disruption?
No pre-notification via the service Notification Export Documentation (MED):
If the terminal has not received the pre-notification from the MED service, terminals with a desk can handle the registration there. The terminal can register the document type and document number along with the booking and equipment number.
No clearance of transit documents:
The CWP can unblock cargo in the RTO or grant permission for unblocking in the RTO/TOS. Coordinate with Customs/CWP on the best course of action.
What to do after the malfunction has been resolved?
Portbase will process any unprocessed ‘Gate-in’ messages after the disruption. We recommend verifying the arrival at the terminal in the Track and Trace service.
The DVA customs system is unavailable, meaning the transit document cannot be cleared, preventing the terminal from receiving clearance for the cargo.

Customs can activate the emergency procedure in the event of a disruption. You can find the customs emergency procedures on the Customs website: Customs Emergency Procedures (belastingdienst.nl).

There is an option to report the arrival of the cargo to Portbase through the web interface. Portbase will handle the clearance of the transit document. You can check the service to see if the cargo has been cleared for departure, in case the clearance does not come through in the terminal’s RTO.
Coordinate with Customs or the CWP on how best to proceed if the clearance does not appear in the RTO.
