With this Quick Start Guide we explain how to use the Food and Goods Notification service.

What does Declaration Food & Consumer Products have to offer?
Declaration Food & Consumer Products is a component of the Port Community System (PCS), which allows information to be reused from the services Cargo Information (for forwarders) or Cargo Declaration Import (for cargo handling agents).
Navigate to the service
You can navigate to the service as follows:
Don’t have access to this service yet? Your colleague who is designated as a Portbase main user for your organization can give you the necessary authorization for this.
Using a filter in the first box, you can display the desired selection of GGB declarations.
Below that, you will see the following components:
To generate a new GGB, select the menu option ‘New GGB’. The following tabs are available:

In the ‘Declaration overview’, you can then send the new GGB declaration. You can do this by selecting the GGB and clicking on ‘Send (selection)’ (‘Verzenden (selectie)’). By selecting more than one declaration, you can send several at a time.
Before you send the GGB declaration, you will see a short summary. Finally, click on ‘Send’ (‘Verzenden’), thereby sending the GGB.
Via the ‘Declaration overview’ you can consult the declaration status.
In the box ‘Acceptance of declarations’ (‘Acceptatie van aangiften’), you will see in the column ‘St’ the declaration status by the icon that appears there.
You can also consult the status history of the GGB declaration via the tab ‘Status history’ (‘Statushistorie’) within the declaration.
GDB declarations for which you have received a request for change from Customs/the NVWA can be recognised by an orange icon with an exclamation mark and a send icon.
To find out what you need to change, open the GGB declaration and go to the screen ‘Status history’ (‘Statushistorie’). You can also automatically receive an email notification with information about the request for change. You can activate these notifications under ‘My Portbase’ via the option ‘Notification settings’.
You then change the GGB declaration as requested and send it again.
Customs/the NVWA cannot see in the VGC system when the declarant has changed and resent a declaration, so the declarant has to notify Customs/the NVWA him/herself. This can be done by telephone of by forwarding the email notification that you received to Customs/the NVWA confirming in it that you have modified the declaration. You can send this message to the douane.reeweg@vwa.nl.
After receiving the email, Customs/the NVWA will resume the D inspection.
If you select a GGB and click on ‘Print’, a PDF document will open with the proof of acceptance and ‘Dconform’ notification. A tick will then appear in the column ‘Print’, indicating that the printing has been carried out.
For veterinary GGBs you need to add a printout of the GGB acceptance to the health certificate and submit them at the Customs office for a document check.
Also you need to hand over a print-out of the ‘D-conform’ notification to Customs while picking up the container at the terminal.
For high risk goods GGBs, please contact NVWA.
When you open a recently created GGB declaration via the ‘Declaration overview’, you can quickly and easily create a new declaration by clicking on ‘Copy declaration’ (‘Kopieer aangifte’) at the left side on the bottom of this screen.
If you wish to delete a GGB declaration created previously via the ‘Declaration overview’, you can do this via ‘delete’ (verwijderen) at the bottom left of the screen.
Please note! By using the delete button, the GGB declaration is only deleted from Portbase – no cancellation is sent to the NVWA. This latter step is only possible if you submit a request to the NVWA to deactivate the GGB – this proceeds outside of the systems.
Forwarders/importers with access to the service Cargo Information and cargo handling agents with access to service Cargo Declaration Import, have the possibility to make reuse of bill of lading data via ‘New GGB for B/L’ (‘Nieuw GGB voor B/L’).
